crack down 「厳しく取り締まる」。 熟語として出題される可能性があります。

関係代名詞whichの先行詞は前の文章全体です。

・A series of terrorist attacks allowed him to tighten his grip and consolidate his power.

　 consolidate 「強化する」

　 tighten one's grip ニュアンスが伝わりやすい表現ですね。

・Crises present such great opportunities for concentrating power that would-be autocrats

often fabricate them.

would-be 「自称、・・になりたい人」

　 fabricate 「でっちあげる、作り上げる」
